Roses are long term plants and the investment you make at the planting time will reward you for decades so preparation is the essence of long term results
Spring is great time to plant out roses from pots for two reasons; number one you can choose the plant while it is in flower so you know what you are going to get and two because the plants take of like a red rocket.

Dig a hole 2 to 3 times the pot size lift out the soil
Add organics like a combination of cow manure and a new soil improver Moisture Worx as these work brilliantly together. Moisture Works Plus is an organic carbon material that is a by product of burning coal for electricity and consists of fine particle ash.
In sandy soils it binds sand particles together improving the moisture holding capacity of sand as well as holding onto moisture and plant food. This is all good for enhancing plant growth.
It has as a natural beneficial bacterial culture included as well as an activator. This means the mix is alive with soil borne goodies which help to extract the foods from the soil the cow manure and make this available to the plant.
So the best time to apply is at planting time the second best time is later on when you are about to mulch your existing rose plants. Just sprinkle a layer on the soil and cover it with a layer of mulch.
